Delhi: the rape capital or India: the hub of rapes

Hello readers,
The issue of rape is something which is being heard and talked everywhere. The recent rape of the five year old left me in a shocking and astonished state. The brutalities faced by the little girl made me numb. It's not about this little girl but its about girl of every age, regardless of caste, colour, religion and nationality. It's also not about Delhi it's about India. This heinous crime is committed every minute in India by the fearless, mentally sick bastards.
This has already resulted into a huge agitation among the people. The protest held at India gate earlier and the expression of rage and anger in front of the houses of ministers has been carried out several times but it has all gone in vain. How does the govt responds to this?
Govt asks to shut down the metro stations. That's it. God knows when will the situation in the country will improve.The behaviour of the cops in just filing the FIR is awful. When they cant respect the women of the country how will they provide the security to them.
Social networking sites like Facebook and quora etc are doing great jobs by generating awareness among the masses of how to deal with the situations when caught in one of them. However, is this all sufficient to make our country free from this heinous crime? After every rape that gets some highlights there is protest and every news channel shows it for 2-3 days but then everyone forgets. Our memories are very weak. We forget very fast.
I strongly feel that their is a need to change the mindsets of psychic minds. Capital punishment is not at all the solution to the problem. The punishment should be so severe that a person thinks infinite times before committing this crime. Why is our law system so slow?? What's the use of getting punishments 15-20 years after the crime. That won't be called justice as" Justice delayed is justice denied". The punishment should be given off by the victim herself. Otherwise the punishment should be left on the angry mob. The rapists are not humans and they do not deserve a normal life. They don't deserve to get punished by the law system. They must be treated in a way that they haven't thought of earlier.
Pepper spray should be distributed freely in schools, colleges and offices. Other safety measures must be developed and each lady in urban or rural area must be provided with its access. Sex education should be compulsory in the school. Awareness programs should be a regular routine especially at primary level.
The rage and anger among the people today has crossed all the levels. The govt should beware that if they don't take any action people won't fear in breaking the laws whatever it takes in return..
